Stephen Millar
Stephen Millar was raised on a farm in Quebec's Eastern Townships, where he maintains strong family ties. He studied Russian and East European affairs at Carleton University in Ottawa, where he earned Bachelor Honours and Master’s degrees. His studies included one year of research in the then USSR and a second year in Hungary. Upon completion of his university degrees in 1982, he worked 32 years for the Federal Government in the Departments of Foreign Affairs and Finance. He served three times abroad - in London at the European Bank for Reconstruction and Development, at the Canadian Embassy in Moscow as Head of the Commercial Section and lastly, in Central Asia from September 2009 until May 2014, as the Canadian Ambassador to the Republics of Kazakhstan, Kyrgyzstan and Tajikistan. He has been retired since 2014 and enjoys travelling and photography. For work and pleasure, he has travelled extensively in Europe, Asia and South America. He lives with his wife Dr. Mary Eleanor Yack in Ottawa and they spend summers at their house in English Harbour. He has been an English Harbour Arts Association Board member since 2022.
